Item: Overlimits of goldeye
Description: Public complaints regarding gross overlimits of goldeye being removed from the Red River during the evening led officers to conduct surveillance of the subject area. At approximately 1600 hours on May 31, 2006 officers began surveillance of 4 male subjects fishing from the east bank of the Red River. Suspicious activity was immediately observed as one subject was observed taking goldeyes out of white pails, placing them in a white plastic bag and then hiding it behind some bushes. The officers took note of this activity and began counting and recording all goldeyes caught and kept by these 4 subjects. One subject was also observed speaking into a cell phone shortly after the officers began surveillance. At approximately 1645 a vehicle was observed attending the fishing location. One subject was observed taking possession of the white bag of goldeyes and heading up towards the new vehicle. Two Officers attended and secured the area until backup officers could arrive. There were approximately 9 subjects in the area at this time. Fish were scattered about in bushes, under vehicles and inside vehicles. A total of 137 goldeyes were counted. Each of the 4 anglers was given the benefit of possessing a limit of 10. This put the quartet over quota by 97. All the fish and the anglers rods and reels were seized as evidence. The four original subjects were all charged with possessing more fish than their possession quota. Convicted of being over quota were Hoang Van PHAN and Van Sau TRAN of Winnipeg. They each received fines of $702 plus forfeiture of all seizures. Disposition of the charges against the other two accused is pending at this time.
