| Description: |
In May 2006 Natural Resource Officers
became aware of an individual from Fort
Alexander, Manitoba who was offering
fish (walleye) for sale without any
authority. Undercover officers began
purchasing fish from this individual and
during the course of one of the meetings
were offered an opportunity to buy
sturgeon from the individual’s neighbor,
Ronald GUIMOND.
In June 2007 an undercover officer met
with Guimond who offered and sold him 68
pounds of sturgeon. Guimond indicated
the sturgeon came from the Winnipeg
River near Slave Falls. Guimond also
offered and sold the Officer walleye on
this occasion. Guimond had sold most of
his sturgeon by this date; through
observations and discussion with him it
is believed that he had marketed close
to 1000 pounds that spring.
In May 2008 the undercover officer met
with Guimond who at that time sold him
139 pounds of sturgeon and 12 pounds of
walleye. The officer was advised that
the fish was fresh; having been caught
the day before and that they had caught
500 pounds of sturgeon.
The Slave Falls area that Mr. Guimond
claims to have caught his fish from in
2007 was and continues to be under a
conservation closure for sturgeon.
Guimond was charged with two counts of
unlawful sale of fish (sturgeon)and two
counts of unlawful sale of fish (walleye).
On November 13, 2008 Mr. Guimond plead
guilty to three counts (two for the sale
of sturgeon and one for the sale of
walleye) while one count was stayed in
exchange for the guilty plea. The Crown
sought a fine of $3,000.00.
The judge imposed a fine of $500.00 on
each of the three counts, $1,500.00 in
total, and all court surcharges were waived.
